Junkrat is a noble pick if Mei happens to be in the enemy team. A good Junkrat can take her slightly tanky health down in a matter of seconds, Concussion Mine is also for his aid. Steel Trap is an easy camping tool against her Cryo Freeze. It also can be used to force her Cryo Freeze or Ice Wall if not frequently used by her. Rip-Tire can be also used for camping her Cryo Freeze till the end of it's duration.

Mei excels when she's able to get up close to slow and wither your health down. However she is forced to take conventional routes due to her lack of mobility, which Junkrat shines at locking down at a medium range.

Mei's slow can be reset by Junkrat jumping away, and her Ice Block is heavily countered by Junkrat's Trap.
