Pharah's flight will generally keep her out of Mei's dismal range. Mei can block Pharah's attacks with her abilities but has no way of punishing her while she's in the air. Mei's only chance is to sneak up on Pharah when she descends, but it may not be worth abandoning your objective to hunt down a Pharah.
