Whilst Mei exceeds at close range fighting, she does not have the health pool to deal with Reaper's raw damage output in a straight up fight, making Reaper a decent counter. His Wraith Form will also nullify her slow effects.

Reaper's raw damage output is a definite boon to Mei.

At very close range maybe, mei's freeze gun reaches much further than reapers effective spread range and mei can shut him down with slow then freeze and a single shot to the head.
