76's damage is sustained over a period of time. Reinhardt however has a large 2000 health barrier. 76 will never be able to tear through that on his own, making his damage useless against him.

At mid-long range, Reinhardt will have his shield up, giving S76 very limited opportunities to go after him. At short range, Reinhardt has both more health and damage-dealing capabilities. In either case, S76 does not have the damage output to punish Reinhardt's shield or body.

As S76, you don't seek to fight Reinhardt. However, S76 is not overly at a disadvantage and is still capable of winning. You exploit him if he is vulnerable, but otherwise, go after other enemies instead.
