Just played a game where Torb was healing his turret as I shot it with Widowmaker. I couldn't do more damage than he could repair while I shot it making it possible to take down from afar.

If possible try to take out Torb himself first. Most Torb players will sit there and hammer away at their turrets, making for an easy headshot. Then it's a free turret kill.

Unfortunately, good Torb players keep behind a corner while repairing their turrets making that strategy near-impossible either. Flanking them doesn't work either in that situation since you'll then have Torb and his turret concentrating fire on you.
