Bear in mind Lucio's ability to abuse the environment in a duel. While Tracer wins this, mechanically, in a controlled environment, Lucio can quickly gain vertical advantage and/or use his secondary Sonic Amplifier to push Tracer out of position (which he can do 3x more frequently than she can Recall.)
