once she blows E its all a matter of jumping at her and staying as mobile as she does. if tracer is focusing some one other than you playing winston, its easy to track her down for the kill.
You would think Winston would be good against Tracer, but in practice she actually ends up being a decent counter to Winston. Tracer only has 150 health, but just a blink or two and she's to safety or a rewind. The main reason she can withstand Winston so well is she can control the distance so easily with her blinks and she outdamages him. The only hope for a Winston to get a Tracer is to land your jump on her and hope her rewind and blinks are on cooldown. But they if you don't kill her you can't jump away and she'll outdamage you.
